2030 yılında dijital ağ her yere ulaşabiliyordu. Öyle bir duruma gelmişti ki insanların iradesine göre geliştirilmiş, ışık ve elektronlarla tek bir yönde oturtulmuştu. Ancak, bu durumda bile karmaşık anlamda “bireysel” olan “yalnız” kavramını tanımlayamıyordu. Bilgi ağı gün geçtikçe daha çok genişliyor, bu karmaşık yapı içersinde kural ihlalleri ve suçlar artarak devam ediyordu. Bu kaos toplumunda, suçların işlenmeden önce bulunup, ortadan kaldırılması amacıyla özel olarak eğitilmiş personele sahip organizasyon oluşturulmuştur. Bu organizasyon Ulusal Kamu Güvenliği Komisyonuna bağlı 9.Şube, diğer bir adı ile “Stand Alone Complex” dir.
